Advanced uncertainty propagation with Scipp

Scipp provides a basic facility for storing and propagating variances. It can, however, not take correlations into account. ScippUncertainty provides tools to this end. Currently, only Monte-Carlo uncertainty propagation is implemented. See the corresponding user guide.
